Beulah Tootle Mitchell was born in Carterret County on July 17, 1946 to Kenneth Odelll and Fannie Tootle. Beulah was the seventh of eight siblings.

Beulah attended W.S. King where she graduated in 1964. She continued her education at Carteret Community College where she earned her degree as a LPN in 1972. A burning desire to serve her communitgy and help all whom she could, led her to the Carteret County Sheriff's Department where whe serverd as Deputy Sheriff from 1980- 1992 under the authority of Sheriff Ralph thomas Jr.

Beulah distinguished herself and was elevated to the position as Chief Deputy, becoming the County's first female and only African American to do so. Her most memorable contribution in human services was establishing Drug Abuse Resistance Education (D.A.R.E.) Programs throughout the county along with Major Wrenn Johnson.

In 1992, she worked with the Public Defender's Office as an investigator under the direction of Public Defender Debbie Massey. She served in this capacity until her death.

Beulah was a member of St Luke Missionary Baptist Church; she served her church well in many ways.

She was also a member of The Order of The Eastern Star Queen of the South 209, Morehead City, N. C.

Beulah has 3 sons Swannie (Licia), Rodney (Juana), Frank (Cassie), 8 grandchildren, 4 brothers, Kenneth, Rev. Franklin,Roy, Larry: 2 brothers who preceded her in death, Walter, Donald, one sister Thelma Sidberry.

Beulah has a number of nephews and nieces other relatives and friends.
